There has to be some action he can take in response, to correct the situation,” Sam explained. “Even if he covered those fourteen acres with two feet of concrete, I don’t think there would be the same resistance to erosion and guttering as when all those living roots were holding onto the soil. And I do not think you could claim that a hurricane is inevitable, not in any legal sense.”
